Action 1: Project management
Action 1 set out the basis for the Project’s effective management, and established three Project oversight committees. Also within this Action, the terms of the Project’s quality-control system were established, responsibilities allocated and the coordination of the various activities and of the whole Project formally defined. Legal, contractual, financial and administrative issues were also identified and dealt with. Contracts were signed with the beneficiaries, containing detailed descriptions and technical annexes. External assistance was also sought on different aspects of the Project.
